The sea blockade must be understood and implemented through an agreement with the Tunisian government that enables a joint European-Tunisian patrol of the naval forces in Tunisian territorial waters with funds and instruments made available or financed by the European Union. The blockade must be aimed exclusively at the human traffickers, so that any attempt to send barges or rubber boats from the mainland is prevented. In principle, Tunisia must be allowed to equip itself with a network of such video and radar surveillance systems on land, which can control the illegal movements of illegal immigrants and criminal traffickers from the outset via an operations center.

The presence of European armed forces both on land and at sea is essential to support the weak Tunisian armed forces and to prevent attempts at collusion and complicity by corrupt agents.

A similar initiative needs to be implemented in Libya.

In addition, the flag states of the NGO ships must have the courage to remove their flags from these ships so that they can no longer sail.
