“We are currently in a state of “freedom” when there is an equal sign between Zoran Janković and the state. Zoran Janković is now the state, as we have seen what he declared, from Fondo’s blocks onward, that he was sure that those plots were his, his indebted family was being written off in millions of loans, but nothing happens, and what is happening in the city council it is just an additional demonstration that the Gibanje Svoboda party and Zoran Janković’s List are one and the same”, said the president of the SDS City Board Aleš Hojs, who commented on the visible democratic deficit in the leadership of Zoran Janković. Namely, he uses all means to achieve his goals, even if this means abusing his position and legislation.
“Zoran Janković formally and legally cannot complete the C0 channel, as he does not have the appropriate documentation for this section and that would be illegal construction – but this is obviously how this autocratic country works at the moment under the leadership of a queen and a knight,” said the president of the SDS City Board Aleš Hojs and added that “all systems are so obviously connected and corrupt that they allow themselves to do anything until people go crazy”. Hojs hopes that as many people as possible will participate in today’s protest against Janković at 14:30 in front of the City Hall in Ljubljana.
“This is, specifically in the case of the construction of the C0 channel, an abuse of the law. The legislation does allow obtaining building permits per partes, for example, we see this most often in road construction, in some line facilities, where you do not have all the land yet, which does not mean that you can get any kind of use permit before the end to complete the construction, the only way to finish it that you basically have all the permits for the whole project, i.e., also environmental approval,” Hojs explained. Considering that it is clearly an abuse of the legislation and manipulation of the articles in the case mentioned, it is a similar matter also in the case of the abuse of the articles of the rules of procedure, according to Hojs.
It is an abuse of legislation and business diction
As we have already reported, Mayor Janković does not allow the discussion of existential topics for the citizens of Ljubljana in the city council. The rules of procedure allow him to interrupt any discussion at his request, but this article, according to Hojs, was intended for democratic purposes, which he explained later. “This article of the rules of procedure is intended to postpone a certain discussion to another date, if the opinion of the state would also be needed to continue the discussion”, Hojs explained, and added that “this article is written there in a democratic spirit and there is nothing wrong with it, but no one imagined that there would ever be an autocrat like Mayor Janković in the post of mayor, and that he would abuse all the legislative and administrative provisions.”
“There are probably several articles that could be abused. This is not usually done, but with Mr. Janković it is different, he abuses everything he can. Let’s just look at his family, which abuses insolvency legislation and personal bankruptcy, after all this it can quickly become clear to everyone that then it is not difficult for him to abuse business diction for completely different purposes than was originally intended,” Hojs asserted.
The fact is that Janković has much more authority in his position today than the mayors before him. This was also confirmed by Dr Dimitrij Rupel, who in his rich political career was himself the mayor of Ljubljana, “I was the mayor of Ljubljana in a completely different situation, the mayor and the city council were separate, spatial and construction matters were in the hands of the Holding, which worked independently”, said Dr Rupel and added that “it is already clear that Janković is a little dictator, or a rural sheriff. First, the municipality has a lot of money, unlike when I was mayor. Today, he has his taxes, his security guards, and hundreds of thousands of other things that we did not have”, explained Dr Rupel.
Janković can only finish the construction illegally

“The operator of the intervention can carry out the intervention only on the basis of a legally binding environmental protection consent, which, in the given case, has not yet been issued,” the Ministry of the Environment handed the matter over to the Inspectorate of the Republic of Slovenia for Environment and Energy, Natural Resources and Space on March 6th, 2023. So, it is completely known that Janković does not even have an environmental approval for the construction of the C0 canal, which is only one of the key issues that he would need for “legal” construction on this section. This was also confirmed by the representative of the Ministry of Natural Resources, who was clearly asked by SDS MP Anja Bah Žibert in the National Assembly whether it is possible to build without an environmental consent, but she was clear that the answer is no.
