The Administrative Court has annulled the building permit for the first section of the southern part of the third development axis – from the Novo mesto–south motorway junction to Osredek, including the connecting road to Revoz. The lawsuit against the building permit was filed by a civil initiative from Novo mesto.
The building permit was issued by the Ministry of Natural Resources and Spatial Planning. The Administrative Court has now returned the case for reconsideration.
In its ruling, the court stated that the ministry must not use the Regulation on Limit Values of Environmental Noise when assessing environmental impacts. The regulation was adopted in 2018, but in July 2022, the Constitutional Court found it unconstitutional. The government was ordered to correct the irregularities within one year. Nothing was done, which is why the building permit has now been annulled.
Thus, Prime Minister Robert Golob’s government is delivering on a commitment made by Golob and his party Svoboda party (along with Levica, DeSUS, and Vesna – The Greens) in April 2022 to the Voice of the People initiative. Namely, that they would uphold a moratorium on the expansion of road infrastructure. Apart from higher taxes, this moratorium on road construction is the only promise this government is actually fulfilling.
We will report on the reactions of the business sector and the Municipality of Novo mesto to the revocation of the building permit – a major blow to the people of Novo mesto and the broader region.
