Aleš Primc at the rally: “An attempted murder of two landowners was carried out on the C0 canal!”

“Today I am informing you with indignation that Zoran Janković has built the final, missing section of the C0 canal. This was an entirely illegal construction project that endangers people’s lives and health. It is also a construction project in which physical violence was involved. As you know, an attempted murder of two landowners was carried out,” said the leader of the rally, Aleš Primc, at today’s protest against Janković’s C0 canal.

Today, on Monday, 20 April, from 14:30 onward, the 30th anniversary rally for the protection of clean drinking water from Janković’s contamination took place in front of the Ljubljana Town Hall. The guest speakers included Uroš Jernejc, a victim of violence by Janković’s security guards, Maruša Babnik, the head of the SDS councillor group in the city council, and the leader of the rally, Aleš Primc, among others.

The event began with the Slovenian national anthem, followed by an opening address by the protest leader, Primc, who emphasised the importance of clean drinking water, access to doctors for all people, and the need to oppose the violence of Mayor Zoran Janković and his “ten percent” (here). He also reminded the crowd that this was already the 30th anniversary rally against Janković and the harmful intentions and unlawful actions previously mentioned.

Primc called on those gathered to clap while the sun was shining, and in the event of rain, to wave their umbrellas “up and down” as a sign of approval. Primc said: “Today I am informing you with indignation that Zoran Janković has built the final, missing section of the C0 canal. This was an entirely illegal construction project that endangers people’s lives and health. It is also a construction project in which physical violence was involved. As you know, an attempted murder of two landowners was carried out.”

The Administrative Court stands in the way of Zoran Janković

“This is the sad part of the story. The good part of the story is that Zoran Janković is far from finishing the sewage‑pipe project.” Primc announced that on 14 April 2026 the Administrative Court informed them that Janković “cannot launch the dangerous, illegal, unconstitutional and violence‑paved C0 canal” until an occupancy permit is issued.

The latter cannot and must not be issued until the Administrative Court rules on the lawsuit filed on 27 March 2026. Given the speed of the courts, a decision can be expected in two to three years. The Administrative Court is also deciding whether an environmental impact assessment is required for the C0 canal. At the same time, on Tuesday, 14 April, a hearing was held at the Administrative Court.

Within three weeks, the court will issue a ruling on whether the decision of State Secretary Tina Sršen, that an environmental impact assessment is not required, was lawful or not. Primc said: “We are firmly convinced that it is entirely unlawful.” The decision was issued in complete contradiction to the Environmental Protection Act (in a case such as the C0 canal, an environmental impact assessment is not sufficient; an integrated procedure is also required when issuing a building permit).

At the same time, legal expertise is required for decision‑making in such procedures, while Sršen holds a master’s degree in international relations; moreover, anyone deciding on such a matter must have passed the exam on the Administrative Procedure Act, which Tina Sršen has not; she also lacks the authorisation to decide in administrative procedures – consequently, the decision is entirely unlawful.

“If the Administrative Court rules in accordance with the law, we can expect an excellent decision within three weeks, one that will once again show the C0 canal in a completely unlawful light,” Primc said with conviction. If it turns out that an environmental impact assessment is required for the C0 canal, then all issued building permits are also unlawful.

Primc then invited to the stage Uroš Jernejc, the victim of violence by Janković’s security guards – an attempted murder was committed against him. Jernejc began by thanking everyone participating in the protest against the “environmental crime” being carried out by Janković. They also managed to restore all the recordings that the security guards had deleted. He reminded the audience that the second victim of the attack was his cousin, Simon Jernejc.

The mayor’s security guards threaten landowners that they will “cut them into pieces”!

According to him, the physical injuries are healing; today he appeared before the audience already without crutches. Less visible, however, are the psychological traumas caused by physical attacks, the abuse of state authorities, and the constant pressure of being pushed into court proceedings that drain one’s will and strength.

Jernejc said: “As Aleš Primc has already stated, Janković built the final section of the C0 canal – he built it by force.” He also recalled the many other victims who were beaten along the C0 canal route, who are being threatened and pushed into constant court proceedings in order to deter them from fighting for clean drinking water for 400,000 people.

Unfortunately, most state bodies and institutions that should be helping the other side – the people – are instead helping Janković and his associates, which they are not supposed to do. He also reminded the audience that the violence committed by Janković’s security guards has still not reached a judicial conclusion after three years, which he described as shameful.

The security guards even threatened landowners, telling them they knew where they lived and that they would come at night to “cut them into pieces.” Law‑enforcement authorities are not taking action in the case. Individuals who want to do good (in the judiciary and police) are prevented from doing so by the system. The sense of safety in the country has been completely destroyed. Jernejc is also being harassed in his private life.

The police mock the victims of the attacks

Instead of helping them, the police further harass the landowners. Simon Jernejc has been summoned to the police more than ten times; they visit them even during holidays and demand various statements in order to find inconsistencies and absolve the security guards. It has even come to the point where the police socialise with the attackers and mock the victims. Jernejc said: “They protect the criminals and do not protect the victims!”

Dean Uhan should sell his knowledge on the open market!

Next, Maruša Babnik, the head of the SDS councillor group in the Ljubljana city council, spoke. She recalled the non‑functioning long‑term care system. She also mentioned the dean of the Faculty of Social Sciences (FDV), Dr Samo Uhan, who considers young voters of right‑wing political options to be “stupid.” She is convinced that he does not deserve the title of “doctor” and that he should sell his knowledge on the open market rather than live at the expense of taxpayers.
