69th regular session of the Government of the Republic of Slovenia

At session, the Government adopted the amendments to the Decree on the implementation of screening programmes for the early detection of  virus SARS-CoV-2 infection. The Government also concluded that an exception is permitted in eight orange statistical regions to implement hospitality  activities of preparing food and beverages and serving on terraces and summer gardens between 07:00 and 19:00. The Government also adopted the Ordinance on determining the conditions for entry into the Republic of Slovenia for the purpose of containment and control of the infectious disease COVID-19.

At session, the Government adopted the amendments to the Decree on the implementation of screening programmes for the early detection of SARS-CoV-2 virus infection, which enables the implementation of self-testing for the SARS-CoV-2 virus. As per the order of the Minister of Health, a special screening programme involving self-testing is planned within the education sector in the first phase, i.e. for primary school pupils and secondary school students.

The Government also concluded that an exception is permitted in eight orange statistical regions to implement hospitality activities of preparing food and beverages and serving on terraces and summer gardens between 07:00 and 19:00. The Ordinance on the temporary partial restriction of movement of people and on the prohibition of gatherings of people that is intended to prevent the spread of COVID-19 was also amended, now also taking into account two new vaccines in regard to moving between statistical regions, i.e. Sputnik V developed by Russia’s Gamaleya National Centre of Epidemiology and Microbiology and the Johnson&Johnson COVID-19 Vaccine Janssen.

The Government also adopted the Ordinance on determining the conditions for entry into the Republic of Slovenia for the purpose of containment and control of the infectious disease COVID-19, which introduces certain changes regarding the exceptions for entry into the country.

Two new vaccines have been approved. Proof of the application of these is acceptable as evidence of vaccination against COVID-19, by means of which a person can demonstrate that at least 21 days have passed since they were vaccinated with the first dose of Sputnik V of the Gamaleya National Centre of Epidemiology and Microbiology or the Johnson&Johnson COVID-19 Vaccine Janssen.

Changes regarding the exceptions for entry into the country without a referral to quarantine and without a negative test

The following changes apply when entering the Republic of Slovenia without a referral to quarantine at home or a negative test:

– transit through the territory of the Republic of Slovenia is extended from the current 6 hours to 12 hours,

– no age limit for day school children (so far, this exception has applied only to day school children under the age of 15),

– persons transporting day school children and returning across the border immediately after the transport is complete are added (until now, a negative 7-day test was required),

– business grounds are now added among the compelling reasons.

Furthermore, the exception for owners or tenants with land in the border area and in both countries (point 12 of paragraph one of Article 11 of the Ordinance) also applies to their close family members and other persons with a registered permanent or temporary residence at the same address when travelling together.

Changes regarding the exceptions for entry into the country without a referral to quarantine and a negative 7-day PCR or rapid antigen test

The following changes apply when entering the Republic of Slovenia without a referral to quarantine at home and a negative 7-day result of a PCR or a rapid antigen test:

– a negative test result is no longer required for day school children above the age of 15 and the persons transporting them,

– a negative 3-day test is required for persons exercising the exception regarding the care and assistance to persons, parental care and contact with children, and maintenance work at a private facility or land,

– an exception is added for persons who cross the border on family grounds to implement parental care and contact with children or to maintain contact with a spouse, cohabiting partner, or partner in a formal or informal civil union, provided that they return within 72 hours after crossing the border.

This exception also applies to close family members and other persons with a registered permanent or temporary residence at the same address when travelling together.

New exception when entering the country without a referral to quarantine and a negative 3-day PCR or rapid antigen test

Entry into the Republic of Slovenia without a referral to quarantine at home is also permitted to a citizen of an EU Member State or a Member State of the Schengen Area arriving from another EU Member State or the Schengen Area where they provide care and assistance to persons or family members in need of support and care, or maintenance work at a private facility or land they own, lease or use, provided that they return within 48 hours after crossing the border if they submit a negative PCR or rapid antigen test that is not older than 72 hours as calculated from the time when the swab was taken.

In the section of the exception referring to the maintenance work at a private facility or land, the exception also applies to close family members and other persons with a registered permanent or temporary residence at the same address when travelling together.

There are changes on the red list of the EU Member States or Member States of the Schengen Area regarding Denmark, Finland, France, Italy, Norway and Spain, while Portugal has been removed from the list. The United Kingdom of Great Britain and Northern Ireland has been removed from the list of third countries.
