It is now clear that Golob’s coalition adopted the obligation of a winter bonus without at the same time securing funds for public institutions to cover this expense. And it is obvious that Prime Minister Robert Golob concealed this from the public.
This fact was recently pointed out on Facebook by the mayor of Škofljica, Primož Cimerman, noting that the local primary school does not have funds in its budget for Christmas bonuses, while the government and ministers carelessly continue hiring in the public sector. There, money is no problem. Elsewhere, institutions will have to fend for themselves.
Some may say that primary schools are financed by municipalities. But the winter bonus, as a mandatory novelty, was adopted very hastily, without taking into account the state of municipal budgets.
The mayor wrote:
When we deal with recruiting staff for municipal work, I cannot ignore the pay scale and staffing plan of the Ministry of Solidarity and Justice.
Today I had a meeting with Roman Brunšek, principal of the Škofljica Primary School, on the topic of the Christmas bonus, how to pay it when they have no idea how they will get the funds. The only option is for the Municipality of Škofljica to help.
If the school runs a deficit, the principal must submit a resignation. And how can he avoid a deficit if he does not receive enough funds for a quality programme? So we have an excellent educator, a principal who manages three schools with nearly 1,400 children, yet he must resign because the school is in deficit due to government measures.
Let me state immediately that I do not accept his resignation, to be clear. And now we are looking for ways to help the school, but then I read the options below and it makes me sick, how incompetent we are that we cannot arrange something similar.
In short, we can call it a scam, bluffing, lying, and misleading.
At the newly established ministry, 132 people have been hired in three years, mostly from the Levica party:
– 38 secretaries
– 30 undersecretaries
That means 51.5%, more than half, are all top experts, with higher salaries than principals and better conditions, and absolutely no comparable responsibilities.
45.5% are all lower ranks.
Most of them work from home, receive bonuses for overtime, and enjoy the right to disconnect. Principals do not have this.
Altogether there are 108 employees, with monthly salaries costing about €400,000 – around €5 million annually.
And if the ministry runs a deficit, the minister does not have to resign, unlike a principal.
Explain to me where logic has disappeared.
A novel in a competition of logical monsters, politics would also be a category, because I doubt anyone would score a point there, logic is absent.
I had to say this, because it really is not normal: some can do as they please, while we abolish projects just to patch basic needs – salaries.
