Government adopts new measures to improve the epidemiological situation in the country

In order to improve the epidemiological situation in the country, the Government extended the existing measures for 14 days and adopted some new ones.

As of tomorrow, 13 November, the following applies:
– Gathering of people is temporarily prohibited. Gatherings are allowed for immediate family members or members of the same household (subject to restrictions and prohibitions).
– Movement between municipalities is temporarily limited (some exceptions apply).
– Movement of people between 21:00 and 6:00 is restricted.
– Wearing masks indoors and outdoors is mandatory.

As of Monday, 16 November, the following applies:
– Distance learning will continue.
– Offering and selling goods and services to consumers is prohibited (some exceptions apply).
– Public transport is temporarily suspended (except taxis).

Lists of epidemiologically (non-)safe countries are changing

The red list includes, among other countries, all of Italy, Ireland, Liechtenstein, Poland, Denmark (excluding Faeroe Islands and Greenland), Lithuania (excluding the Utena administrative unit), Sweden (excluding the Västernorrland administrative unit), several Greek administrative units, and Ida-Viru, an Estonian administrative unit.

The amended lists of countries shall start to apply as of Monday, 16 November 2020.

Red list

A person arriving to Slovenia from a country on the red list will be required to quarantine for ten days due to a possible SARS-CoV-2 infection. However, the person will not be required to quarantine if they provide a negative test result for the presence of SARS-CoV-2 (COVID-19), which must not be older than 48 hours, or if they fall under one of the exceptions.

New requirement:As of 16 November, persons who own real estate in a neighbouring country will be required to quarantine upon entering Slovenia.

Lifting quarantine based on a negative test result for the presence of SARS-CoV-2

The possibility of lifting quarantine is reintroduced if a person who was put under quarantine upon entering Slovenia is tested during quarantine and then provides a negative test result for SARS-CoV-2. Testing may only be undertaken as of the fifth day of being put under home quarantine.

As of Monday, 16 November, the supply and sale of goods and services to consumers is temporarily banned, with a few exceptions that are strictly necessary to meet basic societal needs or that are essential to ensure safety and health, namely:

  • stores that mostly sell groceries, personal care and cleaning products, including the sale of agricultural products on farms, the exception does not cover the sale of clothing, footwear and technical goods in these shops;
  • pharmacies;
  • specialised stores selling medical appliances and orthopaedic aids;
  • markets;
  • agricultural stores;
  • gas stations;
  • banks and insurance services;
  • post offices;
  • delivery services;
  • service workshops in which repair and maintenance services of motor vehicles and bicycles are provided (car tyre services, car mechanic, car painting or bodywork workshops, bicycle repair workshops);
  • chimney sweeping services, provided that only one contractor is present in the room where these services are performed, or if this is not possible, the service provider and one person who is the user of the small heating device may be present in the room; the provision of chimney sweeping services is not permitted for small heating devices installed in rooms that cannot be ventilated after the service has been provided;
  • construction works in or on uninhabited construction sites, provided that the implementation of such works ensures that there is no contact with consumers;
  • newsstands and kiosks for the sale of newspapers and magazines;
  • the personal collection of goods or food at pick-up points ensuring minimum contact with consumers between 6:00 and 21:00, though the consumption of food and drink in public areas is prohibited;
  • other emergency healthy and safety services.

It is permitted to offer and sell goods and services to consumers at a distance and, with no time limit, to conduct food and beverage preparation activities for delivery purposes.
